Ordinance 2025-027: River Crossing zoning amendment
Council considered ordinance 2025-027 to amend the River Crossing PDC zone for approximately 1.41 acres at the southeast corner of River Road and George Washington Boulevard, allowing an additional story on a commercial building. Planning staff said the proposal would raise the building from about 26 feet to roughly 32 feet (ornamental features could extend to roughly 37–40 feet) and that parking calculations support the proposed uses, with limits on how much restaurant space could occupy the second level.
Planning commissioners recommended approval after focused public input about traffic and view impacts. Councilmember Steve Kempe moved to approve the ordinance; Councilmember Natalie Larson seconded. The matter passed on a roll-call vote; council members present voted aye and the motion carried unanimously.
Ordinance 2025-028: Bloomington Courtyard permitted uses
The council then considered ordinance 2025-028 to amend the Bloomington Courtyard PDC permitted-use list, adding four uses: a learning institution, child-care center, personal-instruction service and personal-care service. Planning staff summarized the site’s history (original approval in 1990; a 2005 amendment when a hotel was added) and explained that other 2005 uses would remain. A motion to approve was made and seconded and passed on roll call.
Ordinance 2025-029 / SunRiver Commons master sign plan (discussion)
Council reviewed a land-development amendment for SunRiver Commons that would add two monument signs and allow electronic message signs on monument signs. Staff noted planning commission recommended approval with conditions intended to address brightness and visual impact. Residents and councilmembers raised concerns about night-time glare, flashing animation and impacts on drivers and neighbors. One planning condition discussed was a limit that white may not exceed 50% of the sign area; staff also discussed message duration (suggested 3 seconds versus an 8-second default) and other brightness controls. Council directed staff to study LED measurement methods and consider standards; no final council vote on this item is recorded in the transcript.
