West Covina adopts local amendments to 2025 California building codes in routine second reading

On Jan. 20 the West Covina City Council conducted the second reading and adoption of an ordinance to incorporate Los Angeles County—039s 2026 amendments into the city—039s building, electrical, plumbing and mechanical code chapters, aligning local rules with the 2025 California Building Standards Code.
Assistant City Manager Neil Mehta presented the staff recommendation and said local amendments are intended to improve safety, sustainability and administration at the city level. Building Official Dennis Tarango and billing supervisor Jason Robbins were available to answer technical questions. Councilmember Gutierrez asked why two exhibits were marked "to be inserted" in the staff report; staff confirmed those documents had been provided at the previous (first-reading) meeting and were available to the public online.
The council closed the public hearing and voted to adopt the ordinance on roll call.
Next steps: staff will finalize the local amendments and publish the adopted ordinance text and exhibits in the council packet and online.
