Hampton City Schools reports higher membership; CFO says it could add roughly $3 million in state funding

Hampton City Schools’ chief financial officer gave the board a two-month finance briefing on Feb. 4 and flagged an enrollment uptick that could translate into more state aid. Miss Brandt told the board the division’s total operating-fund budget is $328.9 million and that year-to-date spending rose from about 41% in November to about 48% in December.
Brandt said total revenues including fund balance grew from roughly $101 million in November to $130 million in December, a change she attributed mainly to state funding. The fall membership report submitted to the Virginia Department of Education listed 18,668 students, above the budgeted 18,353. "If this holds through the year through that March 31 date, this could result in approximately $3,000,000 of additional state funding," Brandt said, adding the number would be monitored and finalized amounts would come back to the school board and city council for approval.
She also noted payroll accounted for about 67% of total spending in December and that expenditures remained within classification limits. The board received the November–December reports as part of the consent agenda; no new budget appropriation was adopted at the meeting.
The board announced upcoming public hearings on the proposed FY2027 budget in March; staff said final state funding totals will determine any recommended budget changes that require board and city-council action.
