Planning staff described the project as interior and exterior alterations to an existing seven-unit apartment building, including a new roof, windows and doors, new plaster and paint, new stairways and balcony railings, and landscaping and hardscape work. Staff said the owner initially considered converting the building to nine units—including two deed-restricted affordable units—but decided not to pursue that option and will instead renovate the existing seven market-rate units while retaining 13 parking spaces.
Applicant Daryl told the board the team had prepared a nighttime landscape-lighting plan after a site visit and brought two alternative night‑sky‑compliant exterior fixtures for ARB review. Daryl said, “We have two night-sky compliant fixtures that we’re willing to integrate,” and agreed to reduce fixture output by about 25 percent and confirm warm color temperature to limit light spill toward residences.
Board members praised the landscaping updates and keeping the street tree, while a few asked about removing a palm tree that looked out of place. Members also preferred the Benjamin Moore color selection (appearing as 'Distant Gray' in materials). Vice Chair O’Connor moved to approve the project with board comments noted; the motion was seconded and carried. Staff will record the ARB’s requirement to confirm fixture wattage and color temperature and to provide the landscape‑lighting plan with final permit documents.
