The city council voted Feb. 9 to raise Carpinteria’s minimum relocation assistance for qualifying no‑fault evictions to two months’ rent or $6,750, whichever is greater.
Assistant Planner Megan Mussoff summarized staff analysis and recommended a $250 increase over the prior $6,500 payment. Mussoff said the change reflects inflation (California CPI increase of about 3.3% for Aug. 2024–Aug. 2025), statutory mechanisms that allow rental rates to rise faster than general inflation, and the desire to align Carpinteria’s policy with nearby jurisdictions on the South Coast. Mussoff said the payment was originally based on local averages and neighboring local policies and that staff will review the amount annually as directed by council.
Council members asked whether staff had received feedback from landlords and how tenants are notified of eligibility. Mussoff said the city had not received substantial negative feedback from landlords, that most inquiries to date were routine, and that the city’s code requires landlords pursuing a no‑fault eviction to provide a 60‑day notice that informs qualified tenants of the right to relocation assistance. The amount must be provided within 15 days of the notice being served. Staff also confirmed rental‑housing mediation resources are available to tenants and landlords.
