Council reviews draft 'key to the city' policy, debates promotional use

City clerk intern Oscar Per Martinez presented a draft "Key to the City" policy that would formalize criteria for awarding a ceremonial key, emphasizing sustained community contributions and a second category for individuals or organizations that bring distinguished visibility to Palm Desert.

The draft lists criteria including extraordinary and sustained community contributions, alignment with city values (integrity, stewardship, service, community, innovation and teamwork) and an exclusion for political candidates, campaign activity and certain events. The policy also envisions a promotional category for individuals whose appearance or achievements create a positive connection to the city (for example, a widely recognized performer whose events generate tourism or civic profile).

Council members agreed the award should be rare and meaningful. Several members said community-service criteria should carry primary weight and suggested that awards be vetted by the mayor and mayor pro tem and then brought to full council for final approval. Council members also discussed safeguards to avoid perception that the honor is primarily a promotional tool; one member said the criteria should not turn the recognition into a "celebrity giveaway." Oscar Per Martinez thanked the council for feedback and staff will return with the revised procedure, including the suggested mayor/mayor pro tem vetting step.

Next steps: staff will return with revised policy language and a process to route nominations to the mayor and mayor pro tem before bringing eligible candidates to the full council for consideration.
