House rejects bill on physician assistant board in 20-38 vote

Representative Bliss, who spoke during third reading, said the state needed to act to preserve federal grant funding and to ease licensing for health professionals. "If we don't do this as a state legislature, we're paying that money back," Bliss said on the House floor, urging colleagues to consider workforce and licensure impacts.
Opponents framed their votes as constitutional objections. Representative Collin explained his "no" vote by arguing the bill "authorizes rule making which is always unconstitutional," saying authorization of rulemaking improperly delegates the legislature's lawmaking power.
The clerk recorded the roll-call as 20 ayes, 38 nays and 2 not voting; the speaker announced, "You have failed to pass House bill 21 90." The action was taken in open session and will be recorded in the House journal.
After the vote, Representative Patty Contreras moved to reconsider the action on HB2190 and placed the bill back on the order of business for third reading; the motion to reconsider was agreed to by the House.
