Everman City Council approves ordinance, several resolutions and emergency authorization for water-tank replacement

The Everman City Council voted unanimously at its meeting to approve a slate of ordinances and resolutions, including a full authorization for emergency replacement of a ground storage water tank at the high school well site.
Ordinance No. 846, described by council staff as an amendment to the city’s boards, commissions and committee rules and procedures that includes guidance for public comment, passed after a motion and second and a roll-call vote recorded as 'Aye' from all council places.
By separate unanimous votes, the council adopted the Tarrant County 2025 Hazard Mitigation Action Plan and approved an update to the City of Everman personnel manual directing the director of human resources to update and distribute the manual by Jan. 31, 2026.
The council also ratified a contract for fire extinguishment and emergency services between the City of Everman and Tarrant County Emergency Services District No. 1. The City Manager said the city had been operating without a formal contract for about three months and staff worked with the ESD to finalize the agreement; the resolution ratifying the contract passed by unanimous roll call.
Most prominently, the council approved Resolution No. 2026-01-04 authorizing the city manager to approve and expend up to $2,296,300 for the emergency replacement of a ground storage water tank at the high school well site and authorizing bypass of competitive bidding as permitted by law. The City Manager told the council the inspected tank had “suffered a catastrophic failure that cannot be repaired,” and staff had already authorized an earlier $46,000 emergency repair at the PD well site to keep service functioning.
The City Manager and public works staff provided cost context: engineers estimated replacement of the high school ground storage tank at about $300,000, and staff said the figure in the resolution included contingency and reflected current supply-price uncertainty (for example, steel price volatility). Likely funding sources cited were impact-fee proceeds tied to recent development (Hannah Ranch) and water reserves; staff warned the expenditure would strain the current fiscal-year financial position but said funds were available.
All formal motions reported in the meeting were carried by unanimous council votes as recorded in the roll calls during the meeting. The council did not enter executive session on a related property item and postponed that matter to a future meeting.
The council adjourned at 6:59 p.m. and staff said the emergency tank procurement and contracting steps will proceed under the authority passed by the resolution.
