PSC approves three utility tariff filings, denies Concord Energy certification

The Public Service Commission in an administrative meeting approved revised tariff filings from three utilities and denied a separate certification application from Concord Energy.
Concord Energy: Staff (Andrew Schlicht) recommended denial of Concord Energy’s application to certify one generator as a renewable energy facility after the company failed to supply required documentation despite staff follow-up. The commission voted to deny the application; commissioners recorded "aye" votes (Commissioners Litton/Linton, Hoover, Suchman and the chair) on the roll call.
BGE (Baltimore Gas and Electric): Staff recommended acceptance of BGE's revised tariff pages to true up standard-offer-service administrative charges and to apply a rate-shaping methodology that would recover 40% of capacity and transmission costs in off-peak rates for schedule RL—consistent with prior temporary approvals for schedules EV and RD. BGE had no substantive objections during the hearing. The commission voted to accept the revisions for filing with an effective date of Feb. 1, 2026.
Delmarva Power & Light (DPL): Staff (Eric Delgado) found DPL’s administrative-charge true-up consistent with prior filings and recommended acceptance. For a residential customer using 1,000 kWh/month staff said the filing results in a bill reduction of 28¢ (staff corrected an earlier box-sheet figure of $4.43). The commission approved DPL’s revised tariff pages, effective Feb. 1, 2026.
Pepco (Potomac Electric Power Company): Staff (Alex Lee) supported Pepco’s proposed tariff revisions to true up SOS administrative charges effective Feb. 1, 2026. The commission voted unanimously to accept the filing.
