Councilwoman Natalie Broussard moved to delete the $250,000 line item pending a legal review to determine ownership. Multiple councilmembers said they had been advised via staff text that the city owns the building, and one member noted the Parish has been paying insurance and performing repairs on facilities it may not own. Broussard argued: "If we don't own the building, I am not spending $250,000 on a building that we don't own."
Other members cautioned against a hasty deletion if capital outlay projects or existing contractual obligations were already in place. One councilmember requested legal examine whether there are capital outlay carryover obligations or existing contracts that would be affected by deleting the funds. The committee ultimately moved the amendment to delete the $250,000 pending legal review and advanced that change to the full council for consideration.
Staff and legal were tasked to determine property ownership and report back; the committee emphasized preserving parish fiscal responsibility while avoiding unilateral cancellation of work already underway if contracts or capital outlay obligations exist.
