Council approves Hays Park plat and 10,000-sq.-ft. addition linking community and senior centers

The Apple Valley City Council on Feb. 12 voted to adopt a final plat for Hays Park and to approve a site-plan and building-permit authorization for a 10,000-square-foot addition that will create a common entrance between the Apple Valley Community Center and the Apple Valley Senior Center.
City planner Sydney presented the application, saying the site is located at 14603 Hays Road in Hays Park, is zoned P Institutional, and meets applicable zoning requirements. The project would add a 10,000-square-foot connector on the south side of the senior center to the northwest side of the community center, reconfigure parking, update sidewalks and trails, and add a playground. Sydney said the landscape plan for the addition includes 69 new trees; a related 2025 building permit had previously added about 180 trees to the athletic-complex and elementary-school perimeter.
The Planning Commission unanimously recommended approval on Dec. 17, 2025, according to staff. The final plat carries a condition that it must be recorded within 60 days, as required for final plats. Planner Sydney said all applicable zoning criteria for the final plat and site plan had been met.
Councilmember Graendahl moved to adopt the resolution approving the Hays Park final plat; Councilmember Hebert seconded. The council then moved and seconded a separate resolution approving the site-plan and building-permit authorization for the 10,000-square-foot addition; both motions carried by voice vote with no recorded opposition.
The city did not annotate a roll-call tally in the council minutes; the meeting record shows voice approval and no members voiced opposition. City staff will proceed with the plat recording and permit process subject to the standard filing and building-permit requirements.
