The Stanton City Council voted to adopt two ordinances during its joint meeting. Council members adopted Ordinance No. 1158, which amends multiple chapters of the municipal code related to business licenses and regulations, and Ordinance No. 1160, which approves a development agreement between the City of Stanton and Stanton 2 LLC for certain real property on East Boulevard. Staff advised the council that both items had been introduced previously and recommended that each be found not subject to the California Environmental Quality Act (CEQA) before adoption.
A staff representative (Speaker 2) told the council that Ordinance No. 1158 was introduced at the regular meeting on Feb. 11, 2025, and recommended adoption. The presiding official praised staff and said the update was “long, long, long, long, long, long overdue,” noting clearer fee classifications and improved opportunities for business engagement. The motion to adopt Ordinance No. 1158 was made and seconded; staff announced the roll-call result as "Item passes 4."
For Ordinance No. 1160, the presiding official read the ordinance title, identifying the agreement with Stanton 2 LLC and citing California Government Code section 65864 et seq. Staff again recommended finding the item not subject to CEQA and adopting the ordinance. The council moved, seconded and the ordinance was adopted, with staff reporting the item passed.
Staff named in the discussion included Michelle Bank and Amy Massey; the record also referenced consultant Will Dan as having prepared the presentation. The meeting record did not provide a detailed roll-call tally by individual names; staff reported each item passed with a four-vote result. No amendments or recusals were recorded in the transcript.
Next steps: the ordinances were adopted on their listed motions; staff is available to implement the code updates and to proceed with the development-agreement steps identified in the ordinance language.
