Stanton staff reports 119 outreach encounters in February as city outlines barriers to shelter placement

City staff presented the Stanton City Council with a monthly update on homeless outreach for February 2025, reporting 119 proactive client contacts and 140 contacts from individuals, advocates, service providers and the Orange County Sheriff's Department.
Staff said outreach coordinators provide needs assessments, offers of shelter, connections to benefits and mental-health services, storage at the city's CDR facility, sanitation and public-property cleanups. For February, staff reported 109 instances in which shelter offers were declined and three requests for shelter where beds were unavailable. Staff said three people were connected with mental-health support services, two were placed in interim housing, three received benefits assistance and one secured employment services.
During questions, a council member asked whether motel placements were used as bridge housing and for how long. Director Wren said the city uses motel rooms as a short-term bridge, typically for three to four days, to support placement into permanent supportive housing and to facilitate attendance at key appointments when necessary. Wren said the motel strategy is one tool among others to stabilize individuals while outreach coordinators continue to seek permanent housing options.
Staff identified recurring hot spots for outreach work as Beach Boulevard (near Chapman and Garden Grove), Hollenbeck Park, Stanton Park and an area identified as Tina Pacific. Staff also described individual cases that illustrate challenges in continuity of care, including a couple placed at the Buena Park Navigation Center who were suspended following a domestic-violence incident and later returned to encampments near local parks.
The presentation emphasized coordination with code enforcement and the contracted Orange County Sheriff's Department and noted that the city will continue to enforce municipal code and state law when individuals commit violations. Staff concluded by saying outreach remains a largely behind-the-scenes operation and that monthly reports dating to 2021 are available on the city's website under the Public Safety Department.
The council did not take additional action other than asking staff clarifying questions; staff remained available for follow-up.
