At its May 22 meeting, the Banning Unified School District Board of Trustees approved a series of bond resolutions and directed district staff to form a citizens bond oversight committee.
District staff recommended moving forward with the first series issuance for the bond at $17,500,000 to secure long‑term savings amid rising construction costs. “There is a huge increase in cost here as it relates to construction and projects overall,” a district presenter said while recommending the first series. Trustees asked whether that recommendation would change the district’s commitments to the community; staff replied the plan keeps the tax base for voters at the same level previously discussed.
The board adopted Resolution 20Five‑twenty1 entering the bond election results into the district minutes, Resolution 25Dash023 authorizing bond issuance, and Resolution 25Dash022 establishing a seven‑member citizens bond oversight committee with bylaws. Each motion passed by a 3-0 voice vote.
On committee membership, staff outlined recruitment and vetting steps and said the committee will include a parent active in a school site council or PTA, a local business person, a senior citizen representative, a member of a bona fide tax association, and two at‑large members. The district will publicize openings and use an application and vetting process before making recommendations to the board.
What happens next: Staff said it will begin soliciting applications and work with communications to advertise broadly; trustees requested a timeline and periodic updates on recruitment.
Provenance: Bond discussion and resolution votes begin with the bond item presentation (SEG 1321) through adoption of the citizens oversight committee resolution (SEG 1490).
