Springettsbury Township completes annual reorganization, appoints solicitor, engineers and other officials

Springettsbury Township’s Board of Supervisors held its annual reorganization meeting and swore in newly elected supervisors, then moved through a slate of officer elections and routine annual appointments. The board voted by voice to elect Mark Swanley as chair and George Dvorak as vice chair, and to appoint Don Bishop as secretary-treasurer.
The meeting opened with Judge Minnick administering the oath of office to the two newly elected supervisors. After the ceremonial portion and the Pledge of Allegiance, the board accepted nominations for officers and then considered a package of resolutions to appoint township professionals and set administrative policies.
Among the resolutions adopted were resolution 2026-01 naming MPL Law Firm LLP and James R. Sanders, Esquire, as township solicitor; 2026-02 appointing John R. Martin, Esquire of Pillar and Art as labor and employment counsel; and resolutions appointing First Capital Engineering (John Luciani, PE) as civil engineer and Bukhar Horn (Diane Young, PE) as environmental engineer. The board also reappointed Mark Hodgkinson as chief administrative officer for non-uniformed and police pension funds and approved resolution 2026-20 establishing a treasurer bond in the amount of $3,000,000.
Other administrative actions included designation of depositories, bank signatory rules requiring two signatures on accounts payable checks and naming the appointed secretary or treasurer as authorized signatory with an assistant cosignatory, and the appointment of auditors (Axelrod LLC) to audit township funds for the year ending Dec. 31, 2025 with option years 2026 and 2027. All listed resolutions were moved, seconded and carried by voice vote.
The board adjourned the regular reorganization meeting and immediately convened the Police Pension Board annual reorganization, appointing the supervisors as pension board members and reappointing detective Tessa Miller and corporal Alex/Adam Shrift as police representatives.
The most immediate next steps are routine: implementation of the appointments and posting of updated signatory and depository information. The meeting then moved on to the Development Authority’s annual reorganization and adjourned.
