Springettsbury supervisors unveil balanced $21.0M 2026 general fund, authorize advertising of proposed budget

The Springettsbury Township Board of Supervisors heard a presentation of the proposed 2026 township budget and voted to authorize management to advertise the proposed budget.

Mark, the township manager, presented the 2026 proposal, saying the general fund operating budget is balanced at $21,008,732. He told the board the township expects to include a $3,500,000 grant reimbursement in the 2026 figures and listed major capital items planned for next year, including park security and lighting upgrades, Rockburn Park playground rehabilitation and purchases of public-works equipment and police portable radios.

Mark said roughly 68% of projected 2026 revenue is tax-related and explained billing timing (county and municipal bills mailed in February; school district taxes billed in July). He said the municipal real-estate tax rate will remain unchanged at 1.5 mills. Staffing levels proposed for 2026 match 2025: 99 full‑time and four part‑time positions.

On the sewer side, the township proposes raising the residential flat sewer rate by $5 per quarter to $85 and the flat commercial rate by $5 per quarter to $90; the presentation also proposed increasing the commercial consumption rate to $4 per 1,000 gallons above 31,900 gallons. The sewer fund is presented as balanced at $13,338,228.

Mark and staff emphasized the township’s strategy of building the budget with no tax increase, reviewing fee schedules and pursuing grant funding amid challenges including declining real‑estate transfer tax receipts and reduced building-permit revenue.

At the meeting, a motion to authorize management to advertise the 2026 proposed budget for Springettsbury Township was made, seconded and approved by voice vote.

The board will continue the public process; staff said the budget is expected to return for final action in December.
