Springettsbury supervisors approve Safe Streets grant, water agreement, equipment purchases and park grant applications

At their July 24 meeting Springettsbury Township supervisors approved multiple motions authorizing grants, contracts and capital purchases.
The board moved to approve the consent agenda and then authorized the township manager to execute a Safe Streets and Roads planning grant agreement, described by a supervisor as a roughly $141,000 planning grant to study major intersections and improve pedestrian and vehicle safety.
After extended negotiations supervisors authorized executing amended and restated articles of agreement between Pennsylvania American Water Company and Springettsbury Township regarding the township’s relationship with American Water’s wastewater treatment facility; supervisors said the agreement represents a position that protects the township’s long-term interests.
The board approved capital purchases included in the budget: a 2025 John Deere wheel-drive tractor with snowblower and rotary broom for an amount not to exceed $57,005.70, and a 2025 Caterpillar 938 wheel loader through Cleveland Brothers not to exceed $274,100. Supervisors also authorized a contract with Ream Roofing to repair the public works fuel island roof, replace a south-side gutter and remove leaking skylights in an amount not to exceed $34,650.
On resolutions, the board tabled Resolution 2025-47, proposed amendments to the York Area United Fire and Rescue Commission charter, pending solicitor review to ensure Springettsbury’s position is preserved. The board adopted Resolution 2025-48 accepting dedication of Fading Way in the James Meadow development. The board also adopted resolutions to apply for Category 4 local share assessment grants: for Rockburn Park playground equipment (amount stated in the motion as $82,004.74), for shade units at Harvard Hill and August Shaffer Park ($22,908), and for a skid steer ($129,700). Supervisors acknowledged receipt of 2026 minimum municipal obligations for police death and disability ($996,683), the non-uniform pension plan ($173,714), and the Teamsters pension plan ($203,611).
All motions recorded on the agenda were moved, seconded and approved by voice vote; where an item was tabled it was done so by the board pending solicitor review. No detailed roll-call vote with member names was recorded in the public meeting transcript for the approved items.
