Pullman board adopts harassment-policy revisions and a charter-bus policy

The Pullman School District Board on Feb. 11 approved revisions to Policy 50.11, which updates the district’s harassment-of-staff policy to align with the 2020 Title IX framework and the WASA sample policy, and adopted Policy 66.35, which sets rules for limited use of charter or commercial buses.

Superintendent Bob Maxwell presented the proposed changes to Policy 50.11, saying the revisions "revert[ed] to the 2020 Title IX framework" and that the document had been updated in consultation with WASA samples. A board member moved to approve the revisions and a second was recorded; the board approved the change by voice vote.

District staff presented Policy 66.35 for board adoption, explaining the policy is intended for limited circumstances when district transportation is unavailable or unsuitable — typically longer trips (roughly 200 miles or more) or extenuating circumstances. The presentation noted requirements that charter carriers be licensed and insured, that student supervision be provided at all times, and that district drivers be offered first opportunity to transport students. A board motion to adopt the policy was seconded and approved by voice vote.

The consent agenda earlier in the meeting also included an ASB fundraiser that the board had added before approving the agenda; that consent motion was approved by voice vote.

No roll-call tallies were provided in the meeting record for either policy vote; minutes show both motions passed on voice votes. The board indicated staff will implement the charter-bus procedures through transportation coordination and will phase any operational changes through existing vendor/contract arrangements.
