Council adopts Live Local affordable-housing update and creates Planned Public Hospital District; several land-use ordinances pass

The Venice City Council moved to update its land-development rules and zoning to reflect state law and local planning needs, adopting a set of ordinances that include an affordable-housing text amendment and a new zoning district tailored for a hospital campus.
On the Live Local Act update (Ordinance 2025-19), Senior Planner Nicole Tremblay said staff made a narrow clarification to state that only "a portion of a planned district that permits commercial, industrial, or mixed use" should qualify under the Live Local provisions so that open-space or single-family areas are not inadvertently included. There were no public speakers on the item and the council approved the ordinance unanimously.
The council also adopted Ordinance 2025-26 to create a “Planned Public Hospital District” (petition 25-11) and companion Comprehensive Plan amendments (Ordinance 2025-27, petition 25-27) to recognize the district and adjust mixed-use intensity standards. Councilmember Ron Smith said he opposed repeated short-interval amendments to the Land Development Code and Comprehensive Plan; both measures passed 6–1.
A separate quasi-judicial ordinance (2025-28) rezoned the property at 2600 E Laurel Road to the Planned Public Hospital District with modifications to the binding master plan. The city attorney confirmed there were no ex parte communications and no public speakers; council approved the amendment 6–1.
Council also approved a first reading of Ordinance 2025-29 to update park system descriptions and rename procedures, with debate about whether renaming requests initiated by council should always be routed to the Citizens Advisory Board (the ordinance passed first reading 5–2).
