Board approves police training simulator, park design, traffic-signal advertising and equipment purchases

Springettsbury Township supervisors on July 20 authorized a set of capital and procurement actions: execution of a purchase agreement for an immersive TI training simulator (not to exceed $143,000) to be paid from a DOJ de‑escalation grant modification; purchase of six high-density evidence storage units through Diversified Storage Solutions not to exceed $40,695; authorization to execute a scope-of-services proposal with YSM Landscape Architects for Rockburn Park Phase 1 design and construction management (not to exceed $41,625); and authorization to advertise bids for the Market Street (Route 462) traffic-signal upgrade under a Greenlight-Go grant.
Chief explained the TI training simulator as a multi-screen immersive training system that can run de‑escalation, use-of-force and other scenarios in a controlled environment; he said the simulator room was built into the township police building during prior construction and that grant funds from a 2022 DOJ de‑escalation award, after a grant modification, will cover the full cost. "The scenarios that are in the simulator are absolutely endless... The whole purpose of the simulator is to teach officers in a safe environment real world skills," the chief said.
Supervisor discussion noted the storage units will expand evidence-room capacity and were added to the capital budget to secure current pricing. For the Market Street corridor traffic-signal work, staff said the project will replace adaptive-signal equipment that has underperformed on that corridor and return to a more traditional signal system; the board authorized advertising the bids so procurement can proceed. The manager also said the Rockburn Park work includes survey tasks performed by First Capital Engineering as part of YSM's proposal.
All actions were moved, seconded and approved by voice vote. The chief said the simulator could be installed and operational by the end of the year if procurement proceeds and grant approvals are finalized; staff said the simulator purchase is conditioned on the confirmed grant modification.
