Springettsbury board approves consent agenda and several contracts; accepts Rockburn Park grant

The Springettsbury Township Board of Supervisors approved routine business items and several procurement and grant actions during the meeting.
The board approved the consent agenda items A–E by motion and voice vote. The board then authorized a $35,000 contract supplement for CDM Smith covering additional consultant work on the comprehensive plan and zoning/subdivision ordinance updates; the supplement was described as compensation for extra meetings and additional review work. A supervisor moved and the board approved that authorization.
The board awarded the township's portion of the 2025 traffic line painting and pavement marking contract to DE Gemmill Inc. for $29,300.40 through the intermunicipal bidding arrangement; the motion carried on a voice vote. The supervisors also authorized advertising for bids for the 2025 road materials and paving project; staff will return purchase authorizations after bids are opened and reviewed. In addition, supervisors authorized the chairman and township manager to execute a $229,544 grant from the Commonwealth Financing Authority for Rockburn Park improvements; the manager acknowledged Senator Kristin Phillips-Hill's office for assistance in securing the award.
Staff also presented a recommendation to change certain township depositories, moving some funds from Fulton Bank to Univest and Traditions to improve deposit rates and reduce fees; the board adopted Resolution 2025-37 to amend designated depositories. Solicitor Sanders reviewed a county ordinance change related to UCC appeals; the board adopted Resolution 2025-36, acknowledging the county's change and allowing flexibility for virtual attendance on the county board.
