Developer says PennDOT alignment starts east of Mount Zion Commons property; board to meet with PennDOT

Stacy McNeil, speaking on behalf of Mount Zion Commons LLC, told Springettsbury supervisors that a PennDOT roadway shift on East Market Street begins well east of the Mount Zion Commons site and that correcting the alignment likely cannot be achieved by work limited to the developer's frontage.
McNeil said early scoping (first PennDOT scoping meeting cited: 07/05/2022) suggested the developer would perform frontage corrections "if feasible," but after multiple submissions and a traffic consultant review, the firm concluded the realignment starts about 277 feet east of the project boundary and includes more extensive shifts. "Our traffic consultant is saying... we do not believe that we can fix this with just this development site," McNeil said, and she warned that full correction could require additional right-of-way and approvals from other property owners and add substantial cost to the project; she noted rising relocation costs for a Columbia Gas issue exceeding $1,000,000.
Township civil engineer John reported finding a worksheet referencing sidewalks and right-of-way along Market Street and said he will pull deeds next week to confirm recorded property lines and dedications. McNeil said the developer is prepared to dedicate additional right-of-way along its frontage and will attend a technical meeting with PennDOT the next morning to explore interim measures that might allow the project to proceed without the full corridor reconstruction.
Board members generally agreed to await the PennDOT-technical meeting and the traffic consultant input before taking formal action. Chair noted staff will follow up after that meeting and put the item back on a future agenda for further discussion if needed.
