Township approves appointments, service contracts and authorizes advertising for parking ordinance

At its regular meeting, Springsbury Township supervisors completed several administrative and contract actions.
Appointments and resolutions: The board adopted Resolution 2025‑28 appointing Jamie Reed as township treasurer and Resolution 2025‑29 naming Reed as the township representative to the York Adams Tax Bureau (motions by speaker 2). The board also adopted Resolutions 2025‑30 through 2025‑34 accepting offers of dedication for Banner Circle, Chazworth Way, Jordanelle Circle, Lady Harrington Drive, and Lady Morgan Drive in the Springetts Retreat development; township staff said those streets meet township requirements.
Contracts and services: Staff recommended renewal of the York County Libraries satellite library services agreement for 2025 at an amount not to exceed $5,245; speaker 9 described the program as popular and recommended continuation, and the board authorized the manager to execute the agreement. The board also authorized a new agreement with vendor Infosend to provide data processing, printing, stuffing of return envelopes, and mailing of sewer bills; staff said this option was the most economical after research and that customers would continue to interact with township systems for payment.
Traffic and ordinance action: Staff recommended advertising Ordinance 2025‑05 to amend Chapter 3.12 (vehicles and traffic) to permit one‑sided 'no parking' restrictions on several narrow streets in Springetts Retreat to facilitate plowing and trash‑truck access. The board authorized advertising the ordinance.
Other business: Supervisors discussed residents' concerns about stop signs on Carroll Road and Penn Waste missed pickups; the police chief said a speed survey is planned and enforcement will follow a 30‑day warning period, and manager confirmed Penn Waste returned to make up a missed pickup and noted the contract includes a $25 remedy per missed service under specified conditions.
The meeting adjourned after announcing a possible meeting about the America 250 PA celebration with Commissioner Wheeler.
