Developer representative Rich Bisco explained the delay stemmed from disagreement with the township engineer over the scope and size of the financial guarantee tied to a potential parking‑lot expansion. The amended plan note allows the developer to proceed with stormwater work immediately and to present a financial guarantee for the parking expansion only if and when they decide to build that parking; at that later time the guarantee would be reviewed by staff and engineer.
Supervisor discussion clarified that this action modifies the financial guarantee language on the recorded plan rather than redoing the prior approval in full. Speaker 10 moved to approve the revised plan note for land development 2023‑0003 (Molamo LLC at 1410 Eden Road); a second was recorded and the motion passed.
