Harley-Davidson expansion introduced to township; developer flags multiple waivers

Mike Scarborough of Newtek Designs Associates, speaking for Harley-Davidson during citizen communications, introduced a proposed expansion at the rear of Harley-Davidson's facility that the firm said could range from a 60,000-square-foot addition to potentially as large as 200,000 square feet.
Scarborough said the team anticipates about 16 waiver requests, seven of them related to stormwater due to contamination and topographical issues on the north end of the property. "Right now, we're down to about 16 waivers, and 7 of them are with stormwater because of contamination, topographical challenges," he said.
He told the board the project team will continue to work with township staff and engineering consultants on access, road widening and buffer-yard issues and that the planning commission asked to see a master plan showing the development's northern impacts before land-development review.
Board members stressed that waivers are not granted simply because improvements are costly and that staff and engineers will need design-level information before the board will act on waivers. One supervisor said the board might provide informal feedback but would not approve waivers before design and engineering work is complete.
Next steps: the developer will continue coordination with staff and engineers and is expected to file formal land-development plans and waiver requests in the coming weeks; staff to route any formal requests through normal application and hearing processes.
