Council approves utility contracts for Laurelwood transmission and Juliet Substation expansion; customers to fund projects

The Santa Clara City Council unanimously approved two public-works contract awards related to Silicon Valley Power infrastructure during its meeting.
Councilmember Jane pulled two consent-calendar items for questions and then moved approval. For Item 2C, SVP director Nikko Prokos told the council Digital Realty is the customer and will pay the full cost of the Laurelwood Junction transmission-line extension, described as about 0.3 circuit miles and requiring two new tubular steel poles to avoid guy wires. Prokos said undergrounding the line was considered but would be roughly "8 to 10 times" more expensive and presented engineering and subsurface challenges in that industrial corridor.
On Item 2D, Finance director Ken Lee and SVP staff explained the Juliet Substation expansion is large and intended for a major customer; staff said Intel has provided about $8.5 million in progress payments so far and that SVP invoiced Intel for the contract amount (roughly $13 million) and will receive payment following award. City staff described developer agreements and load-development fees used to recover system impacts and avoid burdening ratepayers.
Councilmember Jane moved approval on both items; the motions carried unanimously. Council directed staff to post a map of the Laurelwood project alignment and to continue reporting on developer agreements and cost-recovery mechanisms.
The awards recorded in the council minutes include an SVP contract to Hinkles and McCoy West LLC for the Laurelwood extension (not-to-exceed $883,183 including 15% contingency, CIP 2443) and an award to Par Western Line Contractors LLC for the Juliet Substation expansion (not-to-exceed $12,889,123 including 15% contingency, CIP 2462) with a related budget amendment.
