Richland County to advertise $3 million roundabout at Lehi Spring Mill and Home Road

Richland County commissioners on Feb. 12 voted to authorize advertising for bids on a roundabout at Lehi Spring Mill and Home Road, a project county staff say targets one of the corridor’s most accident-prone intersections.
County engineer Adam told the board the county ‘‘got approval to move forward with bidding the project’’ and expects to advertise next Tuesday with a bid opening at 10 a.m. on March 12. He said the contract would be for summer construction with a required completion by October.
The engineer described an estimated construction cost of about $3,000,000 and said the higher-than-typical price reflects two bridge replacements and a culvert relocation tied to the realignment. ‘‘They are covering, 90% of the cost,’’ Adam said of the Ohio Department of Transportation safety grant, noting additional support from an Ohio Public Works Commission (OPWC) grant and roughly $350,000 in local funds paid from gas-tax and license-plate fees for bridge-related items.
Commissioners and staff discussed worker and trail-user safety. A 90-day closure of the adjacent bike trail during major work was proposed as the safest and most time-efficient option; staff said they considered alternatives but selected the closure after weighing safety and schedule needs.
Board members also pressed the engineer on design details: the planned roundabout is a three-leg configuration similar in scale to recent county roundabouts, and engineering and right-of-way costs were cited as just over $500,000. The engineer confirmed the bid opening will take place at the engineer’s office on March 12.
The motion to authorize advertisement passed on a roll-call vote with Commissioners Mears, Banks and Vero voting yes. The county will move to the formal bidding phase next month.
