Edinburg council approves rezones, event permit, chemical bid, year-end transfers and authorizes property conveyance

The Edinburg City Council on Oct. 21 approved multiple ordinances and administrative actions spanning land use, procurement and fiscal-year-end accounting.

Rezoning and comprehensive-plan amendments: Council approved three public-hearing items. The council voted to amend the comprehensive plan and rezone property at 1000 West Ingle Road from suburban residential to agriculture and open space (requested by Onus Ozamora and Lisandro Zamora) despite staff advising denial based on the future land use map; the planning and zoning commission had recommended approval unanimously. The council also approved rezoning requests for 4016 South Veterans Boulevard (applicant: Jose Angel Santos Green) and 4107 South Veterans Boulevard (K and O Property Development). Motions for each item were made, seconded and carried by voice/hand vote.

Events and permits: Council approved an ordinance granting a temporary special use permit for the 18th annual children’s fall festival on Oct. 24, 2025, at 1102 West Trenton (requested by Cassandra Rodriguez of South Texas Health System Children’s Hospital).

Procurement: The council approved awarding Bid No. 2025-28 for annual water-plant chemicals to the lowest bidder per line item and authorized staff to execute related documents. The utilities director explained that multiple bidders supplied different types of chemicals and awards were made on a per-item basis.

Fiscal transfers: Council approved final fiscal-year-end transfers for FY24–25 covering the Ebony Hills Golf Course Fund, General Fund, Los Lagos Golf Club Fund, Solid Waste Management Fund and the Utility Fund. Finance Director Azencir Alonso told council these were closing transfers within funds and required no additional appropriations. The backup documents referenced specific line items and amounts (examples cited in discussion included approximately $17,600 for Ebony Hills; ~$158,001.50 to a General Fund line item; motor vehicle fuel at ~$45,740; a solid-waste transfer of ~$1,006,555; and meter/box purchases around $173,009.35). Alonso said all funds remained within budget and transfers would not affect the city’s fund balance.

Executive-session actions: After an executive session, the council returned to open session and authorized multiple follow-up actions. The council authorized the city attorney and city manager to proceed as directed (item 13a) and voted to authorize conveyance of real property pursuant to an economic development agreement with Brothers Limited, directing the city manager to execute necessary instruments and documents (item 13b). A final executive item (13c) was similarly approved. The conveyance and many details were discussed in executive session and the motion authorized staff to effectuate the agreement as presented.

Votes were recorded by voice/hand raise; the transcript shows motions, seconds and unanimous or majority carry calls but does not include roll-call tallies for each item. Several items had minimal public discussion; the planning-staff recommendation and planning commission’s unanimous recommendation were cited during the 1000 West Ingle item.
