The Goodhue County Board of Commissioners voted to approve its 2026 financial policy manual during the board's regular meeting on Jan. 14, 2026. Finance staff recommended the policies and told commissioners the manual contains nine policies, with a notable change raising the fixed-asset capitalization threshold to $10,000 from $5,000 to align the policy with rising costs.
"The capitalization amount was updated to $10,000 in the scope section of the fixed asset policy," said a finance department presenter. Staff said the update and other refinements are intended to keep the county's practices current and to demonstrate to independent auditors and financial consultants that the board actively reviews its policies.
Commissioners discussed the benefits of an annual review, including helping new commissioners understand policy and serving as a refresher for longer-serving members. After discussion, the board approved the policies by voice vote; the meeting record indicates the motion carried but does not show a roll-call tally.
The board also approved the meeting's consent agenda earlier, which included additions placed on consent: an AFSCME union contract for 2026'28 and a cannabis retail registration for Nilsons Foods. Those consent items were approved as part of the consent package.
