The Norwalk Finance and Claims Committee on Feb. 12 approved a $275,000 transfer to the city's Office of Building Management on behalf of the Historical Commission to fund research, engineering and design work for the conservatory at the Lockwood Matthews Mansion.
David Westmoreland, a member of the historical commission, described a worsening condition: "the conservatory has three main vertical support beams that have rotted from the inside out" and a lateral member showing significant rot; water intrusion revealed the extent of the damage. Westmoreland said temporary support beams are in place and engineers estimate a full replacement project will cost between $1.5 million and $1.75 million.
Committee staff explained the $275,000 would come from excess funds on a previous combined dispatch and communications upgrade project that came in under budget; staff characterized this action as an internal transfer to a newly established account for conservatory design. Committee discussion noted the museum and nonprofit partners raise funds for decorative and visible restoration projects, but that structural work is harder to fund privately.
The committee approved the transfer by unanimous voice vote (detailed roll-call not specified). Westmoreland said the $275,000 would be credited against any larger capital request the museum places in the FY26–27 capital budget, and that beginning design work now will reduce the risk of another winter of snow load stress on the conservatory.
