Council approves preliminary engineer’s report to form Natoma Station landscaping and lighting district under Prop. 218

Staff presented a preliminary engineer’s report proposing formation of the Natoma Station Landscaping & Lighting Assessment District (2025‑2) to address a projected deficit, repay debt and fund long‑term maintenance; council approved the resolution to proceed to the Prop. 218 balloting and scheduled a public hearing for April 28, 2026.
Derek Perez, municipal landscape services manager, presented the preliminary engineer’s report and said the Natoma Station Landscaping & Lighting District (L&L) manages assets including 16 irrigation controllers, 36 backflow devices and about 359 streetlights. He told the council the district is 36 years old and some assets have never been replaced.
Perez explained the Prop. 218 (Right to Vote on Taxes) three‑step process and said the resolution before council is the second step: approving the preliminary engineers report, declaring the intent to order formation of the district, directing notice of a public hearing and authorizing mailing of assessment ballots. He said the public hearing is scheduled for April 28, 2026, and that ballots will be tabulated publicly on April 29, 2026.
Council members asked whether adding Sheldon and Mann parks would shift maintenance obligations; Perez clarified the city’s general fund will still contribute the general‑benefit share toward those parks but formally incorporating them into the district ensures a dedicated funding stream for their upkeep. Perez and consultant Sarah Mares (NBS) described outreach plans including postcards, yard signs and a community meeting on March 5.
Council voted in favor of Resolution 11548 to approve the preliminary engineer’s report and proceed with the Prop. 218 process; staff will return after ballot tabulation with the results.
