Greene County commissioners approve bridge right-of-way, prison treatment agreement and multiple human-services allocations

Greene County commissioners on Feb. 5 approved a slate of routine and programmatic items, including a right-of-way plan for Bridge 103 in Morris Township, a precautionary declaration of taking for one parcel, multiple human-service funding allocations and several procurement and grant authorizations.

The board voted to approve the right-of-way plan for Greene County Bridge 103 and to begin a declaration of taking on Parcel 1 T 438 G 103 as part of the Bridge 103 replacement project; county staff told commissioners they believe a settlement with the property owner has likely been reached and that an actual taking may not be necessary. The commissioners approved both motions by voice vote.

Commissioners confirmed five appointments to the Greene County Housing Authority: Betsy McClure (term ending 12/31/2030), Ethel Gray (term ending 12/31/2029), Donald Baker (term ending 12/31/2028), Kathy Carpenter (term ending 12/31/2027) and Amy Stepowski (term ending 12/31/2026).

In human-services budgeting, the board approved the Medical Assistance Transportation Program final allocation for fiscal year 2024–25 in the amount of $540,309 and an updated allocation for fiscal year 2025–26 of $658,146. The board also approved the Emergency Food Assistance Program (TEFAP) quarter 1 expenditure report covering Oct. 1, 2025–Dec. 31, 2025; the report was listed as approved on Jan. 29, 2026.

The commissioners approved an agreement between Meraki and the Greene County Prison to collaborate on treatment options for the inmate population. Separately, the board approved a LinkAge authorization to obtain a group-purchasing organization (GPO) rate through Gordon Foodservice and ratified a LinkAge GPO agreement between the Greene County Prison and LinkAge.

On community infrastructure and grants, the board authorized submission of the 2025 competitive Community Development Block Grant (CDBG) application on behalf of Cumberland Township for the sewer system and treatment-plant project noted in the agenda, and approved required documentation and certifications for a 2025 competitive CDBG application on behalf of Cardinal Township.
