The Quincy Planning Board voted to accept the Planning Department's recommendation to approve site plan review and a special permit (including a parking waiver) for the development at 166 Independence Avenue.
Planning staff summarized a list of special and general conditions the department recommended before permitting, including: obtaining any required variances or special permits from the Zoning Board of Appeal; submitting and securing approval of a construction management plan that includes staging and stockpile locations and a detailed construction sequencing plan; prohibiting future residents of the new development from participation in the city's on‑street resident parking permit program; reconstructing the sidewalk along the full property frontage with bituminous concrete and resetting or replacing granite curb as required by Public Works; obtaining a drain permit and conducting a water flow test prior to issuance of building permits; preparing and recording an operation and maintenance plan for the stormwater system at the Norfolk County Registry of Deeds prior to issuance of an occupancy permit; conducting a pre‑demolition hazardous materials survey and consulting with the Quincy Health Department on abatement if materials are found; and submitting dust and rodent control plans for Health Department review.
Rob Stevens of the Planning Department told the board the department had considered the site plan, supporting documents and peer‑review consultant comments and recommended approval under Quincy Zoning Ordinance Title 17 Section 9.5.1, subject to the enumerated conditions. The board moved to accept the department recommendations; the motion was seconded and recorded votes of 'Aye' were noted. The board then thanked project representatives and moved on to the next agenda item.
The Planning Board's approval is advisory to any further special‑permit actions required by other bodies and is conditioned on the applicant meeting the listed pre‑construction and permitting requirements. The board did not set a construction timeline at this meeting; the conditions require coordination with the Department of Public Works, the Health Department and peer reviewers before permits are issued.
