Council committee advances zoning special exceptions for a daycare and multiple duplex projects

The Zoning and Annexation Committee considered three special-exception requests on Feb. 9.
Bill 2-26 would reauthorize a daycare use at 1114 Mayflower Road, an existing structure that had previously operated as a daycare. Zoning Administrator Brian Killen said the use fits the surrounding suburban-residential neighborhood and comes with a favorable recommendation from the Board of Zoning Appeals; the petitioner was not present. Because the petitioner was absent for the public hearing, a council member amended a motion to send Bill 2-26 to the Committee of the Whole with no recommendation rather than a favorable recommendation, and the amended motion carried.
Bills 3-26 and 4-26 are special exceptions to permit two-unit (side-by-side) duplexes at 1307 Corby and 1301 Corby, respectively. Brian Killen and developer Alyssa Gonczorek described designs intended to preserve a single-family appearance from the street, citing consistency with the Northeast Neighborhood plan and a favorable recommendation from the Board of Zoning Appeals. Gonczorek said some buyers have used VA loans and that one project is nearing completion. Committee members asked about short-term rentals and deed restrictions; staff said the Board of Zoning Appeals received one comment about short-term rental risk from the Northeast Neighborhood Council president, and the petitioner said they had not encountered neighborhood opposition. Committee voted to forward both duplex bills to the Committee of the Whole with favorable recommendations.
