The Washoe County School District Board of Trustees gave preliminary approval Wednesday to proposed revisions to Board Policy 9300, which governs the district’s fraud, waste and abuse hotline program, and opened a 13‑day public review and comment period.
Kirk Starkey, the district’s chief internal auditor, told trustees the policy was initially adopted in 2021 and needed refinement after several years of operating the hotline. Proposed edits would update and harmonize definitions with professional standards, require that complainants have firsthand knowledge of an allegation, and reduce “forum shopping” by clarifying when multiple filings may be consolidated or split for appropriate review.
Chief General Counsel Sarah Montalvo said the revisions also document enhanced collaboration between the internal audit office and the legal office to ensure matters that implicate Title IX or other legal requirements receive appropriate legal handling and reporting.
Trustee Smith moved the preliminary approval and initiated a 13‑day public comment period; the board voted unanimously to proceed. No public comments were submitted during the meeting on this agenda item.
The preliminary approval triggers the formal public comment window; final adoption could follow after trustees review any submitted comments.
