The Washoe County School District Board gave preliminary approval Feb. 10 to proposed revisions of Board Policy 9300, which governs the district’s hotline for reporting alleged fraud, waste and abuse.
Kirk Starkey, the district’s chief internal auditor, described the changes as clarifications based on operational experience, including updated definitions aligned with professional standards and a new requirement that complainants "have actual firsthand knowledge of the complaint" when filing with the audit office. He also described edits to reduce duplicate filings across offices that can cause confusion.
Sarah Montalbo, the district’s chief general counsel, described edits that clarify how the internal audit and legal offices collaborate where complaints implicate Title IX or other statutory processes, saying the change documents current practice to ensure required legal steps are not missed.
Trustee Smith moved preliminary approval and to open a 13‑day public review and comment period; Trustee Nicolette seconded. The board voted unanimously to approve the motion to begin public comment.
No substantive public comments were offered on the item during the meeting. The board’s preliminary approval begins a short public input period before final adoption is considered at a future board meeting.
