The Torrance City Council approved a memorial rental-subsidy policy for facilities within the Torrance Cultural Arts Center that authorizes waiving up to six hours of facility rental time — including security deposit, setup charges and event manager costs — for memorial services honoring elected officials, city commissioners, department heads and, by council addition, active city employees.
Staff said the policy was developed in response to a council request and that the policy applies specifically to venues within the Cultural Arts Center complex, including the Ken Miller Recreation Center, Torino Festival Plaza, Toyota Meeting Hall, Armstrong and George Nakano theaters, the Pinewind Japanese Garden, and the Garden Rooms. Requests that fit the policy would be approved by the city manager or designee; requests outside the defined categories would return to council for case‑by‑case consideration.
Councilmember Lewis moved to accept staff recommendations and to add active city employees to the eligible list; the motion was seconded and carried. Staff noted any rental time or costs beyond the six‑hour waiver will be charged per the master fee schedule.
