The House adopted a proclamation sponsored by Representative Julie Willoughby designating February 2026 as American Heart Month in Arizona. The proclamation recited national statistics on out-of-hospital cardiac arrest and emphasized community steps such as CPR training and public access to automated external defibrillators (AEDs).
Willoughby told colleagues she had checked AEDs in the Capitol and urged members to know their locations. "Immediate cardiopulmonary resuscitation, CPR, can double or even triple a person's chance of survival," the proclamation said, and cited that roughly 41 percent of people who experience cardiac arrest outside a hospital receive immediate CPR and fewer than 12 percent receive AED aid before advanced help arrives.
The proclamation was read into the record and noted the American Heart Associations goal to double survival from out-of-hospital cardiac arrest by 2030. Representative Willoughby and other members encouraged public education and preparedness in schools, workplaces and public spaces.
