City staff and the fire chief recommended a narrowly scoped interlocal agreement with Valparaiso to provide leadership, administrative and fire inspection services while Valparaiso rebuilds its department after losing its fire chief. The chief said the proposed agreement is limited in scope and is intended for advice, counsel, training integration and inspection work — not to supply Valparaiso’s manpower.
Under terms discussed, Valparaiso’s commission had already approved the arrangement and agreed to compensate Niceville roughly $10,000 per month to offset the chief’s time and related administrative resources. Councilmembers asked whether operational responses would change; the chief said mutual aid automatic agreements remain in place and operational responses would not materially change under the administrative agreement, though some incremental administrative time is expected. Council approved the resolution; staff described the agreement as a one‑year alignment with the fiscal year subject to month‑to‑month exit provisions by either party.
