Niceville council holds Fair Housing briefing and approves moving forward with CDBG application

Dennis Dingman, the city’s consultant on professional services, told the City of Niceville Council that Florida Commerce expects a Notice of Funding Availability for the next round of Community Development Block Grants within about 60 days and urged the city to consider applying for FFY2025 funds.
Dingman led a Fair Housing public information segment, outlining examples of prohibited conduct under the Fair Housing Act — including refusing to rent or sell based on race, color, national origin, religion, familial status or disability, steering prospective tenants to certain neighborhoods, and denying reasonable accommodations for people with disabilities. He left copies of the presentation with city staff for public distribution.
Dingman said the CDBG small‑cities program is points‑based and typically funds housing rehabilitation, neighborhood revitalization (infrastructure like sewer, water and stormwater) and commercial rehabilitation; a separate economic development category can subsidize infrastructure to attract employers. He noted the city has been eligible in prior rounds for grants in the $700,000–$750,000 range.
After questions from council members about program categories and next steps, the mayor asked for a motion to proceed with preparing a CDBG application. The council moved, seconded and voted to proceed. The motion passed on a roll call in which all present councilmembers voted “yes.”
Next steps: staff said they will work with the city manager to develop an application based on council priorities and will present a draft at a second required public hearing before a submission is finalized.
