Doctor Rivera said the district intends to move from the county-held sublease model to direct leases with community organizations, which staff said will provide "clearer accountability, simpler administration, and consistency with how we manage the other district facilities." He added that the change does not expand permitted uses: "The recreational and athletic purpose of the property remains unchanged."
A notable addition to the proposed lease is a signage provision identifying BSD ownership and an explicit clause that "district property is not to be used to promote enrollment in non-district K–12 schools or programs," Rivera said. The change reflects direct contracting with organizations rather than a county intermediary.
Board members asked clarifying legal questions about the scope of permissible advertising and signage size; counsel and staff said limitations on promotional activity for non-district schools have legal support and that final language will be shared with the board next month along with term provisions for approval.
Staff described each site as roughly 10 acres and noted existing partnerships with a wide range of community organizations that use BSD facilities. The lease language will be finalized and returned for formal board action in a future meeting; this presentation represented a first read.
