Meeting participants said the council voted 8–3 to select the Route 278 sign design and county staff expect to file an SCDOT encroachment permit in February or March, with a two-week review period. Unidentified Speaker S1 said procurement has identified a low bidder and, if the permit and procurement proceed on schedule, the sign could be installed in April. The sign was described as roughly 6 by 4 feet, with final copy and character sizing to be coordinated with county staff and SCDOT.
The beautification subcommittee reported Beaufort County will plant bulbs sourced from Gardens Corner and that a budget line is available for county-supported plant purchases. Members stressed procurement timing (no procurements after June 1 in the fiscal year) and said the county's mechanics or landscape architect could help source and install plantings.
The board discussed standardizing the welcome-sign design across multiple entrance points, accepting that sign sizes will vary by road classification, and budgeting for up to five entrance signs. The FY27 draft budget conversation included $8,000 per sign (estimated $7,500 actual sign cost plus approximately $600 for landscape-architect fees) and a broader plantings allocation; the committee agreed to refine these figures before final submission to the county.
Committee members also discussed outreach materials, yard signs and pilot plantings to encourage local improvements. They approved an FY27 budget submission that includes funding for signs and plantings, and asked the beautification subcommittee to provide line-item justifications for county budget submission.
The committee asked staff to move quickly because of fiscal-year procurement deadlines and to work with Hannah and Jared (county staff and landscape architect) on final design and permit submissions.
