The San Juan City Commission on Feb. 11 voted to advance several financing and grant initiatives and to approve routine contracts and programs during a special‑called meeting.
The commission approved a resolution to pursue certificates of obligation to fund projects including public safety, technology improvements and streets. Bond advisor “Bobby” told commissioners the package contemplates roughly $2.4 million of new money and potential refunding opportunities; staff said the financing would be structured to avoid a tax‑rate increase and bids will be solicited in April. The commission voted to move forward on the certificate of obligation resolution.
Council members also approved multiple police grant applications. The San Juan Police Department was authorized to apply for and accept: a Crime Victim Liaison continuation grant; the FY‑27 Operation Lone Star grant (described as supporting border crime‑reduction tactics and noting some match requirements); a Criminal Justice Grant to fund communications radios; and a Safe Neighborhoods grant for deployable trailer cameras. In a separate grant, commissioners approved funding for 10 sets of rifle‑resistant body armor (front and back plates with carriers) after staff said no local match was required.
The municipal court’s amnesty program — proposed to run Feb. 20 through April 30 and described by staff as delivering an example savings of "$286 with 60¢" to eligible residents — was approved; commissioners said they would revisit the program near April 30 if an extension were warranted. The commission also approved a one‑month postcard outreach (March 1–31) by collection agency Purdue to notify residents of pending warrants.
Procurement and administrative items carried by vote: the commission approved an agreement with South Texas Auctioneers to provide auction services for city property and vehicles, and it approved the consent agenda (tax collection reports for Oct. and Nov. 2025 and minutes from Oct. 28, 2025 and Jan. 13, 2026).
All motions on these items were presented and carried by the commission during the meeting; where staff noted grant match requirements, the commission accepted staff recommendations to proceed.
What’s next: staff will solicit bids for the certificate of obligation in the coming weeks and proceed with grant applications and contract implementation as approved by the commission.
