Manager updates: State Street timeline, canal cleanups, cemetery help and Freedom Shrine purchase

State Street: Staff said the State Street (SR 4 / US 1) project should receive a notice to proceed by the end of the month and that the county will seek more detailed timelines from the project manager. Hog Creek has a notice to proceed but no start date; Gum Swamp has not yet received notice.
Albany Avenue: Engineers identified about 22 locations requiring a level-2 environmental assessment, to be paid from project contingency funds. Staff said assessments are likely related to potential underground tanks and that removing tanks, if necessary, could affect purchase price or project scope.
Canal cleaning: The chair asked staff to prioritize clearing county drainage canals while water levels are low to prevent future backups; staff confirmed some work is already underway in the Cypress Street area and recommended using excavators for some canals rather than grinders where appropriate.
Tellmore cemetery: Commissioners described storm damage to a small, privately owned church cemetery in the Tellmore community and asked staff to consult the county attorney and heritage partners about possible volunteer or grant-supported cleanup and options used on prior sites (Red Hill). Staff said the county cannot unilaterally enter private property without permission but will explore assistance options.
Freedom Shrine and HR office: Commissioners discussed purchasing a Freedom Shrine display for the building (approx. $1,500 including shipping) and directed staff to proceed. Staff also reported plans to partition human resources space for privacy with a new door off the balcony and to solicit contractor cost estimates for the work.
