Vermilion County on the meeting record approved a landscaping and vegetation-management plan tied to a proposed community solar project at 4300 North near Rankin and required the developer to post full financial assurance for decommissioning before receiving a building permit.
Staff told the board the plan includes pollinator-friendly planting and vegetative screening around the project footprint and that those materials were provided in the board packet. “It is a pollinator friendly site, which is very common with these community solar projects,” staff said during the presentation. Staff also said the developer has provided a decommissioning agreement and posted the required bond.
Board members emphasized the decommissioning assurance. One member said the county’s condition that 100% of decommissioning costs be posted at the building-permit stage “is very important” to protect the county. Staff confirmed the bond had been received and that the developer had paid any applicable incremental fees and satisfied other listed permit conditions.
On the related road-use question, staff said the project site is east of Rankin, off Route 9 with a short stretch on 4200 North, and that township authorities have approved the road agreement in concept but were waiting to sign it until the building permit is finalized. Staff noted the project does not involve county roads.
