Council adopts changes to storm-water drainage code, sets fees to begin July 2026

The Laramie City Council on Jan. 20 adopted Ordinance No. 2116, amending Laramie Municipal Code Title 13, Division 7, Chapter 13.8 related to surface water drainage.
Director Webb summarized the changes on second reading, telling the council the amendments set a fee start date of July 1, 2026, and establish maximum billing-unit caps (Webb stated caps would yield a maximum charge of $200.40 for some nonresidential parcels and $30.06 for residential parcels). The ordinance also removes the prior credit program and includes several clarifying edits gathered during previous work sessions.
Councilor O'Doherty moved technical language amendments to replace the term "utility" with "fund" in several places; the motion was seconded and adopted. After debate, the council approved the ordinance on second reading by roll call, 8–1, with Councilor Newman recorded as voting no.
During discussion, Councilor Newman reiterated longstanding concerns and said he had been voting against the measure since taking his seat but left open the possibility that further state-level clarification could change his view. No public speakers offered opposition during the hearing recorded at the meeting.
