Board member urges Conway district to examine classroom placements and behavior supports for students with high needs

Board member Linda Hargis, who said she has prioritized reading and behavior during her tenure, told the board she has growing concerns about students with significant behavioral needs being placed in traditional classrooms that may not meet their neurological, emotional or sensory needs. Hargis said such placements can harm students, impede teachers’ ability to teach, and prompt families to leave the district.
"Children communicate through behavior," Hargis said, noting some students’ behavior reflects trauma or unmet needs rather than willful defiance. She asked the board to examine identification processes, the use of IEPs and 504 plans, temporary placements and staffing (including reading specialists and RBTs), and to ensure resources are available so students and teachers can succeed.
Board members and staff discussed existing assessment teams that identify students who need special education evaluation and acknowledged gaps can occur. One board member suggested the initial identification and referral process should be reviewed, and Hargis asked staff to explain the assessment and placement process at a future meeting so board members can better understand how supports are applied.
The board did not vote on policy or funding at this meeting but members asked for the topic to return to a future agenda with staff-provided clarifications.
