East Ridge council approves assistant city manager designation, budget amendment, and road change order

The East Ridge City Council on Feb. 12 took several administrative and fiscal actions, including approving a first-reading ordinance to designate Fire Chief Mike Williams as assistant city manager (effective immediately) with a provision that he will receive $1,000 per month when serving as interim city manager after City Manager Scott Miller's retirement on Feb. 27.
Councilmembers also approved Ordinance 12-41 (second and final reading), adopting amendments to the FY2026 operating budget to change revenues and expenditures across funds. The vote on the budget was unanimous with no changes since first reading.
On infrastructure, the council approved a change order (Resolution 37-83) for the Don Ross Road resurfacing project after staff reported a $19,308.67 overage caused by a consultant's failure to meet state resurfacing standards. Staff said TDOT had unallocated federal funds that could reimburse up to 80% of the overage; the city remains responsible for the 20% local share.
Other approved items included an amendment to the city's public records policy (Resolution 37-84) to allow open-records requests through a dedicated email address and additional submission methods, and the council removed Ordinance 12-39 from the table and scheduled its continuation for Feb. 26. The council also set dates for the city manager recruitment process (screening, Zoom interviews Feb. 25-26 and in-person interviews the week of March 4-5).
Quotation: "When the council makes that appointment of the new city manager... Chief Williams would be returned to his full time position as a fire chief," City Manager Miller said of the temporary arrangement.
