Roy City planning commission unanimously approves 24-townhome Midland Square site plan

Greg Timothy, representing Ivory Development LLC, told the commission the proposal includes 24 townhomes in two styles, including a single-bedroom one-car unit and larger two-story “trolley” units with two-car garages and visitor parking. "We're proposing to do 24 townhomes on this Midland Square piece," Timothy said, adding the design has evolved through several revisions over about eight months to improve livability and buffer the project from adjacent commercial uses.
Planning staff (Steve) told commissioners the site is in the urban corridor zone and, because the project sits well back from the main road, can be 100% residential. He summarized Development Review Committee (DRC) comments included in the packet and recommended approval of both the site plan and architecture with the conditions outlined in the staff report. "Staff would recommend approval of both the site plan and architecture with the conditions as mentioned in the staff report," Steve said.
A motion to approve the site plan, conditioned on compliance with current and future DRC review comments and any staff-report conditions, was made and seconded; the commission voted aye and the motion passed unanimously. A separate motion to approve the architectural review with the same conditions was also moved, seconded and passed unanimously.
Commissioners praised the addition of one-bedroom units as an option for single buyers and younger households, and described the project as a good fit next to existing townhomes and nearby single-family lots. Timothy noted the developer's prior townhome work at Anderson Farms in Lehi, saying those projects "have done really well" and helped "get people into homes."
The approvals clear the way for the developer to proceed toward permitting and pre-construction steps, subject to resolving DRC and staff conditions identified in the record.
