Executive Director Nicole Shell told the commission she removed a membership table from the draft so the rules would reflect Indiana state code rather than listing member names, which would require frequent amendments. Shell also said she adjusted meeting procedures and proposed standard time limits: three minutes for most public commenters, 10 minutes for petitioners' initial presentations and five minutes for petitioner responses to public concerns.
Members discussed enforcement of time limits and the chair's discretion to extend speaking time if the board's quorum agrees. Member Ted Brainer moved to adopt the rules as presented; the motion was seconded and the board approved the revisions by voice vote.
Shell said the staff slightly revised Deb's earlier application format to add a narrative field on the application form to reduce confusion about required materials. The commission emphasized that chair discretion and consistent enforcement would guide time limits going forward.
The revised rules take effect immediately; staff will circulate the updated application form and continue outreach to towns and township offices about upcoming hearings.
